The Ministry of Health emphasizes that there has been a recent rise in the number of complaints against private medical institutions due to low-quality services, including cases leading to fatalities. In 2025, 311 private clinics were inspected, and 147 of them operated without the necessary permits. As a result, fines were imposed on 220 clinics totaling 13 million soms.
"The number of private clinics in the country is constantly changing, and data may vary depending on the source. At the same time, current legislation does not fully regulate private medical practice, complicating the enforcement of measures in cases of serious violations that may lead to negative consequences. Therefore, this draft resolution aims to organize private medical activities in the republic," the draft states.
- Requirements are established for conducting private medical practice strictly within the framework of the issued license and taking into account the quality of services provided based on a contract.
- Private medical institutions are required to publish an open price list and inform patients of the full cost of services before they are provided, which will help prevent corruption risks.
The document outlines the rights of patients and the obligations of private medical institutions to protect them.
Each private medical institution must undergo mandatory digital registration in the unified state register of medical organizations and provide reports on its activities.
Mechanisms for state control and supervision are also provided, while taking into account the freedom of entrepreneurship.
According to the ministry, the approval of this draft will help adapt the regulatory framework to modern requirements and increase the transparency and efficiency of private medical institutions, which will ultimately improve the quality of medical services in Kyrgyzstan.
