Dmitry Svetlichny, a resident of Bishkek, contacted the editorial office of Kaktus.media. He reported that according to the new master plan, more than 150 plots on Suvorov Street, located near the Big Chuy Canal, have suddenly found themselves in a gray zone, which means there is no clear functional designation.

According to Dmitry, the plots near the Karagachevaya Grove were allocated to teachers and other employees of budget organizations back in the late 1990s. Now, a full-fledged new building has been established here with engineering networks, where at least 150 families reside.

No one previously doubted the legality of these constructions.

In the old master plan, this area was designated as a residential district with individual development. The initial version of the new master plan retained this characteristic; however, in the latest version, the area was changed to a gray zone.

In light of this situation, Svetlichny decided to appeal to the city hall through the media. He demands explanations regarding the reasons for the change in the functional designation of the zone and what should be done by the property owners.

“Considering the recent events regarding the seizure of plots, we are certainly concerned. Now our territory has ended up in a gray zone. If the master plan is adopted, officials may come in the future and declare: ‘Your houses were built illegally, these are not your lands, this is a gray zone.’ We are seriously worried about our property and future after the situation with the residents of Aitmatov Avenue and ‘Kok-Zhar.’ We ask the city hall to restore our territory to the status for individual development,” Dmitry concluded.
