Private medical practice in the Kyrgyz Republic is set to be strictly regulated.

In Kyrgyzstan, a draft of a new cabinet of ministers' resolution regarding the procedure for conducting private medical practice is being discussed.

This document was prepared in accordance with Article 21 of the Law "On the Protection of Citizens' Health in the Kyrgyz Republic" and aims to establish unified standards for the operation of private medical institutions and practicing physicians.

The justification note for the draft states that the main impetus for its creation was the numerous violations identified in the private healthcare sector. In 2025, the Ministry of Health conducted an inspection of 311 private clinics.
Of these, 147 institutions operated without the necessary permits, and fines were imposed on 220 clinics, totaling 13 million soms.
According to the draft, private medical activity is permitted only with the appropriate license. Doctors and clinics are required to enter into contracts with patients, publish open price lists for services, and inform patients in advance about the full cost of treatment.

Additionally, mandatory digital registration of all participants in private medical practice in a unified state register will be introduced. There will also be a requirement to provide reports similar to those used in the public healthcare system.

The document outlines the conditions for access to private practice, including requirements for individuals with education obtained abroad and for foreign citizens. Special attention is given to protecting patients' rights and strengthening state control while maintaining entrepreneurial freedom.

If the resolution is adopted, it will come into effect ten days after its official publication.
