Elvira Surabaldiyeva: They detain 'dealers', while drug barons remain untouchable

The deputy calls for leniency in punishments for youth


At a meeting of the Jogorku Kenesh, Elvira Surabaldiyeva addressed the Ministry of Internal Affairs with an initiative to reconsider the approach to punishments for youth convicted in drug-related cases. She noted that many of them received long sentences due to ignorance, inexperience, or manipulation.

According to the deputy, harsh measures punish young people, many of whom have just reached adulthood — at the age of 18-19 years.
“About 30 mothers have approached me whose sons have become victims of Article 282 of the Criminal Code. Most of them fell victim to deception or were drawn into criminal activity. Many of them sought to earn money without realizing the consequences. There are also those who became victims of manipulation,” Surabaldiyeva reported.

She also emphasized that law enforcement agencies most often detain "dealers" and minor perpetrators, while the real drug barons remain out of reach.
“It is necessary to introduce amendments to the legislation that will take into account the age of the convicted and the circumstances of their first offense,” the deputy added.

It should be noted that the production and distribution of drugs and psychotropic substances for sale are classified as particularly serious crimes under the Criminal Code and are punishable by long terms of imprisonment with confiscation of property.
