Deputy of the BGK reported the beating of an employee by the management of the MP and the man being brought to the brink of a heart attack

At the commission meeting on February 11, dedicated to issues of municipal property, land matters, and urban planning, Asanbekov drew attention to a problem arising from the organization of parking on Isakeyeva Street, 18. Residents informed him that parking spaces were occupied by cars belonging to a dealership selling Chinese cars.

The deputy was outraged that instead of resolving the issue, the municipal service extended the agreement allowing the dealership to use spaces for 100 cars, although the documents only permitted 53. He asked how much the dealership pays for using these spaces.

In response, the director of "City Road Transport Infrastructure," Bakay Asylbek uulu, stated that the amount is 40,000 soms, adding that the commission had not visited the site. "If you want, you can go together and check," he suggested.

Asanbekov, in turn, expressed dissatisfaction, noting that his appeals from residents had not been taken into account. "This is just mockery!" he said.

Asylbek uulu stated that if the agreement was indeed signed illegally, he was ready to annul it, but in his opinion, it was not worth criticizing an entire enterprise over such "minor" issues.

The deputy replied that for him, this is not a minor issue, as it concerns state funds. He also emphasized that rental rates at markets are increasing, while here, on the contrary, the price has decreased from 40,000 to 25,000 soms.

Asanbekov added that he has a video showing either the deputy director or an employee of the enterprise threatening an elderly man who opposed the rental of parking on Tokombaev Street. After that, the man suffered a heart attack, had a stent placed, and is now unable to move.

The deputy was outraged: "Are you even human? Can you speak like a human being?"

Asylbek uulu responded: "Are you going to start arguing again? I have something to say too."

"Go ahead, we have an open microphone!" exclaimed Asanbekov, adding that he has an appeal from the staff of the municipal enterprise, which mentions pressure and intimidation from the management.

He read a letter that mentions instances of beatings. "One of the employees was taken to the hospital with injuries, and another one confiscates their phones before meetings and conducts interrogations. This is madness!" he said.

Asylbek uulu replied that if the accusations are confirmed, he is ready to resign. "I work according to the law; let them create a commission and check," he added.

Kazybek Ergeshov, another deputy, noted that instead of disputes, officials should focus on solving the problems that Asanbekov mentioned.

He emphasized that land should not be handed over to commercial hands, adding: "In Bishkek, 15 out of 45 parking lots are given to dealerships. This needs to be reviewed so that parking is used for its intended purpose." The deputy also inquired whether the management of the municipal enterprise would be held accountable if the facts of violence are proven.

To this, Asylbek uulu replied that he was accused of fascism and suggested conducting an investigation together with law enforcement agencies.
