In the Kyrgyz Republic, a draft presidential decree concerning changes to the state housing program "My Home" has been presented and is currently being discussed by the public.

This document proposes adjustments to the previous decree, adopted on July 17, 2024, under number 191. The new version suggests changing the selection criteria for participants, allowing employees who serve in the military or law enforcement agencies to participate in the program regardless of their place of service. At the same time, all existing participation criteria and the application submission process remain in effect.

According to the explanatory note, the current rules effectively limit participation in the program based on the location of temporary service or registration. If an employee voluntarily changes their work region, they are removed from the queue and must submit a new application. This creates obstacles for employees of law enforcement agencies, considering the nature of their work, which involves frequent rotations and assignments to remote or border areas.

Given the mortgage lending terms of up to 25 years, such territorial restrictions increase risks for military personnel and law enforcement workers. The new proposal aims to provide equal opportunities for participation in the program, irrespective of the location of temporary deployment.

It is important to note that this change has not only social but also strategic significance, as it is aimed at strengthening the human resources potential of law enforcement agencies and enhancing their level of social security.
