The Supreme Court Discussed the State of Cybercrime in Kyrgyzstan
Under the chairmanship of Deputy Head of the Supreme Court Nurlan Musaev, the meeting gathered judges working in the fields of criminal, civil, and economic law, as well as employees of the sixth department of the Main Department of Criminal Investigation of the Ministry of Internal Affairs.
At the event, representatives of the Ministry of Internal Affairs shared information about the most common forms of cybercrime in Kyrgyzstan. These include telephone and messenger fraud, where criminals call or message pretending to be banks or government agencies to extort money and SMS codes. Cases of phishing were also discussed, including the use of fake websites to steal bank card and account data, as well as hacking profiles on WhatsApp and Telegram to send messages on behalf of acquaintances. Special attention was given to investment frauds promising high returns from investments in cryptocurrency and financial projects, which ultimately lead to financial losses.
During the discussions, it was noted that legislation has strengthened criminal liability for fraud, including penalties for dropperism—using front persons to cash out criminal proceeds. Issues of money laundering through cryptocurrency exchanges were also discussed, as well as new challenges related to the use of crypto assets for concealing and legitimizing illegal income.
As a result of the meeting, the parties concluded that there is a need for regular dialogue and agreed to continue such meetings to enhance the effectiveness of the fight against cybercrime and improve judicial practice.
