With the introduction of a new practice allowing notaries to engage in debt collection, citizens have faced increased financial costs. This was reported by Deputy Dastan Bekeshev during a meeting of the committee on finance, budget, entrepreneurship, and competition development.

He reminded that within the framework of the Ministry of Justice's reform, notaries were granted the right to collect debts.

The deputy noted that now banks and microfinance organizations are turning to notaries for debt collection. Previously, the amount of state fees was small, but now it has increased to 2,000 soms, while notary services range from 10,000 to 25,000 soms. For example, if the debt is 5,000 or 7,000 soms, the debtor ends up owing 32,000 soms in total, including additional fees. “Imagine a person who owes 10,000 soms finds themselves in a situation where they need to pay another 20,000 to the notary and 2,000 in state fees,” he added.

Bekeshev emphasized that this creates an additional financial burden on citizens. He expressed the opinion that, despite the validity of the Ministry of Justice's initiative, it is necessary to establish a minimum debt amount for which one can turn to notaries for collection.
