In the Panfilov District, probation authorities discussed issues of socialization and reintegration of clients into society.
Turmush correspondent reports that participants at the meeting noted the constant increase in cases of domestic violence.
Among the participants were probation officers from the Panfilov and Jayil districts, as well as human rights defenders and social workers.
Marat Umetov, the chief specialist of the Panfilov district probation service, stated that in 2025, the probation service restored documents for 11 clients.
“Among these clients, 7 received passports, and 2 received military ID cards. Additionally, in cooperation with the labor and social welfare department, 2 clients were assigned benefits,” he added.
As an example, a 36-year-old resident of the village of Panfilov, T.O., suffered from alcohol dependence and found herself in a difficult situation after committing thefts. She was assigned benefits for three children. Furthermore, clients are provided with medical, legal, and humanitarian assistance, as well as support in employment and training,” Umetov noted.
Deputy Head of the Public Security Service of the Jayil District Department of Internal Affairs, Police Lieutenant Colonel Anarbek Alybaev, also noted that cases of domestic violence in the district are increasing year by year.
“Domestic violence is one of the most pressing issues. For example, in 2024, there were 393 recorded cases, and in 2025, this number rose to 653,” he indicated.
If we consider only January, in 2025 there were 35 registered cases, while in January 2026, there were already 77. Police officers are conducting activities to prevent this problem, and a special program for individuals who have committed violence is being launched in pilot mode,” Alybaev added.
At the meeting, chaired by Deputy Akim Farida Abdildaeva, a video presentation was made. Nurbek Chagyrbekov, head of the interregional department of the probation service for Bishkek, Chui, and Talas regions, emphasized the importance of strengthening cooperation between probation authorities and local governments. Correctional and rehabilitation programs for probation clients were also discussed.
In conclusion, all participants emphasized the importance of further interaction and joint activities.
