The rotation plan approved by the Ministry of Education concerns the heads of urban and district education departments for the year 2026.
Gulzat Chotbaeva, head of the human resources department of the Ministry of Education, emphasized that this decision is dictated by the need to minimize conflicts of interest, reduce corruption risks, and create transparent conditions for management personnel. She noted that a long tenure in one position, especially at the local management level, can lead to certain risks in the system.
The ministry also indicated that the developed plan complies with all requirements of current legislation.
It is important to note that the positions of heads of district and city education departments are recognized as high-risk in terms of corruption.
Nevertheless, rotation serves as an important mechanism for ensuring transparency and fairness in management, the ministry says.
According to this plan, the rotation of leaders will affect the following district education departments:
- Moscow, Jaiyl, Panfilov, Sokuluk, and Alamudun districts of the Chui region;
- Balykchy city, Issyk-Kul, Tyup, and Ton district education departments of the Issyk-Kul region;
- Aksy district education department of the Jalal-Abad region;
- Kara-Kulja, Alay, and Chon-Alai district education departments of the Osh region;
- Batken district and Suluktu city education departments of the Batken region.
