This project aims to significantly update the norms regarding the conditions of detention for convicts, their labor activities, the procedure for transferring between different regimes, as well as the powers of penitentiary authorities and staffing requirements for law enforcement personnel.
The following changes are proposed to be made to the Penal Enforcement Code:
- reduction of the period required for transferring convicts to easier conditions from 15 to 10 years;
- increase in the allowable time for engaging in paid and unpaid work;
- recognition of the work of members of voluntary councils of convicts as paid;
- tightening of the conditions of detention for individuals convicted of terrorism and extremism, with no possibility of transfer to an easier regime;
- clarification of the procedure for transfer from special regime institutions;
- significant expansion of the norms regarding the number of permitted phone calls, visits, and parcels for convicts in various regimes.
Amendments to the law on the penitentiary system include:
- official consolidation of the responsibilities for the security of correctional institutions;
- renaming of divisions responsible for security and escorting, as well as simplification of the wording regarding departmental structure.
The law on service in law enforcement agencies will be supplemented by:
- the cancellation of competitive selection for admission to service in certain cases;
- the introduction of a new norm for the promotion of employees based on the recommendations of their superiors;
- clarification of the grounds for dismissal, including in cases where close relatives of the employee are found to have convictions for serious crimes or connections with organized criminal groups.
