He inquired about the cost per square meter of housing, to which the deputy head of the GIK company, Nurlan Kudaykulov, responded that it is 59,140 soms in Bishkek and 64,800 soms in the regions. According to him, the selling price ranges from $900 to $1,400 per square meter.
Azygaliev expressed doubt about why the final price is so high. Kudaykulov explained that GIK pays the general contractor for the entire construction area, while it offers citizens only the living space.
The deputy noted that he is surprised by how GIK interprets the concept of "cost price," considering that the cost of one square meter is almost $700, while the housing is sold for $1,400.
Kudaykulov, for his part, noted: "GIK must make a profit, which does not go to maintaining the apparatus, but is directed towards new projects."
Deputy Prime Minister Daniyar Amangeldiev added that not all apartments are priced at $1,400 per square meter. Such rates are mainly found in projects where their own infrastructure is being built. He also pointed out that the cost includes finishing expenses, as GIK offers move-in ready housing.
Azygaliev inquired about the price at which GIK offers apartments in Kara-Balta. A company representative replied that the price is $900 per square meter, including finishing.
The deputy was outraged, reminding that private developers in Kara-Balta build for $600–700, while they have to purchase land, whereas GIK receives it for free.
Amangeldiev noted that private companies can offer such prices because they sell apartments without finishing and repairs. He also added that GIK implements several programs with different rates: for civil servants, socially vulnerable groups, and "queue holders." The profit from commercial sales helps create conditions for affordable housing for low-income citizens.
In conclusion, Azygaliev stated that the deputy commission should study the work of GIK. Amangeldiev assured that deputies would be provided with complete information on the formation of prices for apartments and other business processes of GIK.
