Deputy - State Antimonopoly Service: Do you have the strength to intervene in apartment rentals? Or are you a toothless agency?

Deputy Meder Aliyev expressed concern that the State Anti-Monopoly Service is not responding to the sharp rise in rental prices for housing in Bishkek.

According to him, while the increase in real estate prices can be explained by rising costs of construction materials and a shortage of land, it is quite difficult for ordinary citizens to understand the reasons for the rise in rental fees.

“People are finding it very hard. The phrase 'жашоо бар, жашаш керек' (there is life - one must live) is actively discussed on social media. But how are they supposed to live? Prices are too high. Previously, migrants could work in Russia and afford an apartment of the 104th or 105th series, but now even those who earn money abroad cannot buy housing. An ordinary worker with an average salary in Kyrgyzstan will probably never save enough for their own apartment. In Bishkek, apartments of the 104th series cost around $100,000. Even Istanbul or Spain cannot compete with such prices. Prices have equaled those in Moscow. Yes, there are objective reasons for the increase, but rent can be controlled, can't it? Do you have enough power to intervene, or are you just a toothless body?” - the deputy asked government representatives.

Deputy Prime Minister Daniyar Amangeldiev, in turn, noted that there are both objective and subjective reasons for the price increase, and the main task of the government is to maintain balance. However, he warned that excessive control could lead to shortages, which would worsen the situation, as the market could become desolate.

“I completely agree with you regarding the social aspect of the issue. The GIK program aims to stabilize the market. When we were students, Bishkek had about 1 million residents, and now there are already 2.5 million. This creates a colossal burden on the infrastructure. Therefore, measures are being taken to transfer land plots into state ownership and subsequently hand them over to the GIK, so that land prices do not affect housing costs,” Amangeldiev added.

Aliyev clarified that he is specifically interested in the issue of rental housing, not sales.

“The GIK is a separate topic. I want to ask you a simple question on behalf of an ordinary citizen. Everything has become more expensive. Yes, construction has its reasons. Prices will continue to rise. But I am talking about rental costs. One-bedroom apartments cost 40–50 thousand soms. We have an anti-monopoly body, don't we? Or do you not want to take responsibility?” - the deputy asked.

Amangeldiev responded that the State Anti-Monopoly Service would be given instructions based on the deputy's appeals.
