Lawyer Aliya Turumbekova recently sharply criticized the head of the president's administration, Kanaybek Tumanbaev, in her address to the public. In her social media post, she provided specific examples of how even a qualified executor can pose a threat to the state system if their actions go beyond the law.
The lawyer agrees that Tumanbaev is a good executor, but emphasizes an important nuance: "It is essential to remember that tasks must be carried out strictly within the framework of the law. One should not violate the rights of citizens or deprive them of their property."
According to the lawyer, a key example of ineffective management was the situation with the demolition of the building at 87 Isanova Street. "The private property was registered in accordance with all norms and registered with the state authorities, however, the demolition began without a court decision. The lawsuit for demolition was filed only after I publicly pointed out the legal violations. It feels like a person was executed first, and then legal grounds were sought," Turumbekova summarizes.
The situation in court turned out to be even more absurd: when the owners stated that their property had already been destroyed, the court ordered the parties to draw up an act. Only a pit dug by the construction company remained at the site of the demolished building.
After realizing their mistake, Tumanbaev's team filed a motion to terminate the case. "How, dear President, can such incompetence be explained? It cannot," the lawyer exclaims.
In conclusion of her address, Turumbekova noted that such actions undermine the authority of the country's leadership. "I support you, dear President! But against Tumanbaev," she emphasized, adding that the mistakes of such officials burden the head of state.
In Turumbekova's opinion, true reforms should go through legal procedures, not through the destruction of lives. "To achieve the goal, one must think about how to do everything correctly and act consistently, without oppressing people. Then, instead of fear, respect will arise," she concluded.
Background of the conflict: The dispute over the building at 87 Isanova Street, located near the Beta Stores shopping center, has been ongoing for several months. The owners of the premises on the first floor have repeatedly reported lawlessness by state authorities attempting to seize their legal property. For all these years, the first floor has been in private hands, and the transactions were registered with state authorities. The owners collected money for almost 30 years to purchase it, but despite having all the necessary documents, the building was demolished.
