
The Ministry of Justice of the Kyrgyz Republic has presented a draft resolution for public discussion regarding the procedure for the registration of mass media. This document aims to implement the norms of the new Law of the Kyrgyz Republic "On Mass Media" and is intended to create a clear and transparent mechanism for the state registration of media.
The explanatory note states that the development of the draft regulation is carried out in accordance with paragraph 3 of Article 34 of the media law, which mandates the cabinet of ministers to align its regulatory acts with the new requirements within six months.
This draft represents a subordinate regulatory act that covers public relations arising in the process of state registration of media. It defines the following provisions:
- the procedure for registration, re-registration, and termination of media activities;
- the legal status of applicants;
- the powers of the state authority;
- the deadlines and grounds for making administrative decisions.
A differentiated approach to registration is also provided, depending on the type of media, distribution format, and frequency of publication. This aligns with the principle of technological neutrality and the modern conditions of media landscape development, as stated by the Ministry of Justice.
The document also regulates changes in the founding data of media, including parameters such as name, language, distribution territory, composition of founders, and thematic focus.
The ministry emphasizes that the adoption of this regulation is aimed at ensuring legality and legal certainty, as well as creating a uniform practice for the application of legislative norms, without limiting constitutional rights, including freedom of expression and the dissemination of information.
