Residents of Karakol Came to the Deputies' Session Over 550 Land Plots — What Was Decided
Landowners from the new residential area at the corner of Kuchukov and Karasaev streets attended the event. Among them are about 550 plots, ranging in size from 4.5 hundredths to 2 hectares. Despite the owners having "Red Books" [state acts], these lands are classified as agricultural, which hinders their development. The owners have been trying to initiate the process of land transformation for several years.
Considering the planned expansion of the airport, the owners were offered plots in other areas of the city. "We were told that new plots would be provided in the lower part of Karakol — in the Kuzbass and Mamanchy zones. We agreed, but since then nothing has changed. Although the deputies supported our initiative, the process is constantly delayed due to non-compliance with legal requirements. This forced us to turn to law enforcement agencies," shared Aibek Oskoev, representing the interests of the residents.

During the discussion at the session, the deputies noted that in order to start the process of land exchange, the relevant regulations need to be approved. They emphasized that the current draft combines different categories of property, making it in need of revision. As a result, it was decided to postpone the issue until the next session and conduct additional analysis of the document together with the relevant services.
The residents who attended the session expressed dissatisfaction with the delay in resolving their issue, reminding that they have approached various mayors and have been waiting for a response for many years.
After lengthy discussions and debates, the issue was postponed to the next session.
It is worth noting that at the end of June 2025, residents of the new residential area located at the intersection of I. Kuchukov and K. Karasaev streets in Karakol had already appealed for the transformation of their land plots from agricultural designation to plots for individual housing construction.
At an off-site press conference, AKIpress-Issyk-Kul, residents reported that these plots were allocated in 2012 by the Oktyabr rural administration of the Ak-Suu district. At that time, it was stated that hundreds of families received state acts for the land; however, the lack of land transformation hinders the construction of houses.
