Inspections were conducted by the territorial division of the Accounts Chamber of the Kyrgyz Republic, covering Bishkek, Chui, and Talas regions. The audit concerned the execution of the city budget, the work of the mayor's office and its structural divisions, as well as municipal enterprises during the period from January 1 to December 31, 2024.
As a result of the inspections, it was established that 9 million 767.8 thousand soms are subject to recovery; of this amount, 2 million 110.8 thousand were returned to the budget during the audits.
The largest portion of the identified violations is related to the overestimation of the cost and volume of construction and installation works, amounting to 5 million 455.5 thousand soms. In addition, violations in the accounting of accounts receivable reached 4 million 36.1 thousand soms, of which 2 million 43.8 thousand have already been returned.
Excessive expenses for wages and other payments amounting to 562.7 thousand soms were also discovered, along with violations in the collection of debts and mandatory payments, as well as errors in the accounting of fixed assets and financial assets.
Materials on some episodes have been sent to law enforcement agencies.
In particular, this concerns the conclusion of contracts for the purchase of three units of factory equipment and attractions for a total of 134 million 318.1 thousand soms without following the necessary legislative procurement procedures. An unjustified advance payment of $958.9 thousand was also noted, made by the municipal property management of the Talas mayor's office in settlements with Chinese companies.
As a result of the audits, directives were sent to the Talas municipality and its structural divisions to rectify the identified violations.
