In Kyrgyzstan, the progress of the administrative-territorial reform will be analyzed

In Kyrgyzstan, an analysis of the administrative-territorial reform process is being conducted. This was reported by Esenbek Togonbaev, head of the Department of the State Agency for State Service and Local Self-Government of the KR, on the air of "Birinchi Radio".
Togonbaev noted that the main goal of the reform is to improve the quality of life for citizens and the services provided locally, as well as to optimize management, budget resources, and human potential.
"Due to the large number of municipalities, there is a dispersion of the budget, resources, and personnel. Increasing the size of the ayil okmotu allows for the implementation of larger projects, which enhances investment attractiveness and contributes to the balanced development of regions. We aimed to combine subsidized settlements with self-sufficient ones," he added.
Additionally, the analysis process includes comparisons with international experience. For example, in Latvia, before the reform, there were over 500 small municipalities, but after, only 43 large ones remained, which yielded positive results and allowed for the start of large-scale projects. Nevertheless, even in developed countries, some municipalities remain subsidized. "We are moving in our direction, taking into account our culture and mentality," emphasized Togonbaev.
As a result of the reform in Kyrgyzstan, the number of ayil aimaks has decreased from 452 to 230. "Previously, there were 1850 villages, but after Gulcha received city status and 12 villages were annexed to it, there are now 1838 villages left," the official noted.
