In private driving schools, there was a concept of 'turnkey' — Sadyr Japarov

The problem of corruption in the driving school system was addressed by President Sadyr Japarov during his visit to the State Center for Vehicle and Driver Registration, known as "Unaa." The head of state noted that there were driving schools charging up to a thousand dollars for issuing a driver's license without proper training.

According to him, previously the pass rate for graduates was as high as 95%. This confirms that the system was vulnerable to corruption.

Sadyr Japarov emphasized that after the active fight against corruption began, the exam results changed significantly.

"The 'turnkey' system was quite widespread in private driving schools. Many are aware of this. Out of 275 driving schools, some simply issued licenses after completing all stages of training, charging between 60,000 to 70,000 soms and up to 1,000 dollars for it. For example, from 2015 to 2019, 90-95% of students passed their exams successfully. Only 5-10% did not pass because they refused to pay. But starting from 2021, when we began to monitor this system and changed 5 or 6 leaders, the situation changed. The percentage of successful exam passes dropped to 28%, while 72% failed," said the president.
