At a meeting of the committee on education, science, and youth policy, Deputy Minister of Culture Marat Tagaev announced the allocation of 50 million soms for youth policy in 2025, with this amount increasing to 74 million soms in 2026. This year, Kyrgyzstan, as part of its chairmanship in the SCO, is organizing a series of international events focused on youth, including festivals in various regions of the country.

Gulsharkan Kultaeva emphasized that the main events are of a cultural nature, but a systematic approach is needed for real support for youth, especially in the area of economics. She reminded about the previously adopted government resolution regarding the employment of young Kyrgyz citizens.

“Funding for youth entrepreneurship and business initiatives is insufficient. Young people find it difficult to obtain grants and loans to develop their ideas,” the deputy noted.

In her opinion, youth policy should be divided: issues of economic support should fall under the jurisdiction of the Ministry of Economy, while the Ministry of Science and Higher Education should be responsible for employment and professional development.

Deputy Minister of Science, Higher Education, and Innovations Kemel Sadykov reported on current projects such as "Student Startup" and "40 Districts - 40 Initiatives," but pointed out their insufficient effectiveness.

“We aim to open technoparks and laboratories in all universities by 2026, as well as develop dual education and sign agreements with entrepreneurs. However, these steps are clearly not enough,” he added.

Gulsharkan Kultaeva also highlighted the importance of involving youth not only in the private sector but also in state and municipal enterprises.

“Graduates now find it very difficult to find jobs due to a lack of experience or job vacancies. If we do not start caring for the youth and do not introduce quotas for employment, the situation may worsen in the future. Supporting youth in state, municipal, and private organizations is extremely important,” she concluded.
