According to data from the Ministry of Water Resources and Agriculture, in 2024, Kyrgyzstan imported over 13.3 million seedlings, while in 2025 this figure was only 6.86 million, which is a significant decrease compared to previous periods. There is also a reduction in the volumes of seedling exports.

The Ministry of Water Resources, Agriculture, and Processing Industry conducts constant phytosanitary control over the imported seedlings, as reported by the Department of Chemicalization, Protection, and Plant Quarantine.

Seedlings represent products with a high phytosanitary risk and undergo mandatory quarantine control. First, documents are checked, including the phytosanitary certificate and accompanying papers. Then, laboratory samples are taken to identify quarantine pests, and disinfection (fumigation) is carried out if necessary.

In 2024, over 8,000 examinations were conducted as part of laboratory control, and in 2025, more than 3,000. The volume of disinfection last year amounted to 156,000 cubic meters, significantly exceeding the figures of 2024.

To import seedlings, a special permit document is required, confirming the right to import varieties and hybrids into the territory of Kyrgyzstan.

There is also strict control over the use of pesticides and agrochemicals in the country. All chemical agents must be registered, and the import of unregistered products is prohibited.

The main task of the department's activities is to protect the country's territory from the import and spread of quarantine harmful organisms.
