The State Duma of the Russian Federation announced new educational formats


According to plans for the transformation of the higher education system, which will come into effect in the academic year 2026/2027, the "bachelor" and "master" formats will be abolished in Russia starting September 2026. This was reported by Ksenia Goryacheva, the first deputy chairwoman of the State Duma Committee on Science and Higher Education, in an interview with "RIA Novosti".

In place of these formats, a basic higher education will be introduced, with a duration of four to six years, as well as specialized education lasting from one to three years.

Goryacheva noted that specialized education will become a new option for master's programs, and graduates of basic programs will be able to apply for budget-funded places.

It should be clarified that the Bologna system implies a two-tier model of higher education: bachelor's degree (four years) and master's degree (two years). The Russian system also includes specialist programs (lasting at least five years) and training for highly qualified specialists (postgraduate studies — from three to five years, residency — up to three years, assistantship — two years).

Russia became part of the Bologna process in 2003. Bachelor's degree programs began to be implemented in the country back in the 1990s, but they only gained widespread adoption starting in 2011.
