As of the end of 2025, the total number of foreign citizens in Russia decreased from 6.3 million in 2024 to 5.7 million. This was reported by Alexander Peregozhin, head of the analytical department of the migration policy department of the Ministry of Internal Affairs of Russia.

Peregozhin noted that the main factor for the decline was the reduction in the number of underage migrants, which amounted to almost 25 percent. "At the end of 2024, there were 6.3 million foreigners in the country, and by the beginning of 2026, their number decreased to 5.7 million," he added.

These figures were announced at the conference "New Migration Policy of the Russian Federation," held in Moscow.

It is worth noting that a new federal law came into effect on January 28, which regulates the exchange of information between the Ministry of Internal Affairs and educational institutions regarding underage migrants. This law provides for the transfer of data on migration registration, enrollment in schools and colleges, as well as on expulsions. Authorities are confident that such measures will allow for more effective control over the legality of the stay of migrant children and their access to education.
