Monopoly on Driving Schools. Sadyr Japarov Explained the Scandalous Decision

In an interview with the "Kabar" agency, President Sadyr Japarov commented on the recent changes in the driving school system.

It is worth noting that the introduction of a state monopoly has led to the closure of many private driving schools.

As Japarov pointed out, he had previously given instructions to restore order in this area.

“The reform has begun. After the collapse of the Soviet Union, there were no significant changes in driver training and vehicle registration. Initially, this system was under the Ministry of Internal Affairs, and then it was transferred to the registration service. Unfortunately, corruption has penetrated the system. Despite changes in leadership, most of them were involved in corrupt schemes,” the president said.

He added that as part of the reform, a priority step was the independent issuance of state license plates, driver's licenses, and vehicle registration certificates, which were previously done through foreign procurement. “Skeptics said we wouldn’t manage, but the task was successfully accomplished. All data is now in a unified database, and the system is fully digital. Now it’s time to address driving schools,” Japarov noted.

The president also responded to a question about the possibility of carrying out the reform without closing private driving schools.

“Many private driving schools were more interested in profit than in training quality drivers. Their main goal was to extract money. Citizens submitted documents, received training certificates, and then went to 'Unaa' for the exam. Even those who did not pass the tests received licenses. Thus, 'Unaa' and driving schools operated within the same corrupt scheme. Previously, passing exams was easy, as many bought results. Now, after restoring order in 'Unaa', graduates of private driving schools are facing difficulties in passing exams, sometimes failing them 10-15 times. This happens because they did not receive adequate knowledge, and driving schools only cared about the number of clients. Many young people have licenses but do not know how to drive. They think that it is enough to sit behind the wheel, and they will learn quickly,” he added.

Furthermore, Sadyr Japarov emphasized that state driving schools will have a number of advantages, including modern training facilities, new equipment, and highly qualified instructors.
