According to Kadyrov, this measure does not affect residential areas and internal courtyard territories, where the installation of such structures will continue.
It was also noted at the meeting that the issuance of architectural and technical conclusions (ATC) for lightweight structures on municipal lands has been suspended by the vice-mayor's directive since the end of 2023.
Some deputies of the Bishkek City Council expressed dissatisfaction with the uneven issuance of ATC. "In one courtyard, one neighbor was granted a conclusion, while another was denied. Many are receiving refusals, but ATC continues to be issued on Zhukeeva-Pudovkina Street. Furthermore, kiosks of lightweight type have appeared opposite the Orto-Sai market, although there should be a park in that place," stated Kazybek Ergeshov.
"If there are facts of selective treatment by the architectural services, we are ready to investigate this. If necessary, we can forward the materials to law enforcement agencies for legal assessment. It is essential to establish a uniform approach without exceptions. I propose creating a joint commission for further consideration," added Azamat Kadyrov.
