The determination of lawyers' membership fees may be transferred to the Council of Lawyers
According to current regulations, the amount of these fees is set at the congress of lawyers, which is considered the highest governing body of the Bar Association.
It is proposed to amend the law so that the authority to determine and approve the amounts of membership fees will be transferred to the Council of Lawyers. This council, consisting of nine members, is elected at the congress of lawyers by secret ballot and performs the functions of a collegial executive body.
Deputy Minister of Justice Orozbek Sydykov noted that the current membership fee is 200 soms, which does not meet the requirements and standards of other countries.
Some deputies expressed protest against the proposed norm. The chairperson of the Bar Association of the Chui region, Aizana Niyazalieva, also spoke at the meeting, emphasizing that lawyers were not informed about the new proposals and did not participate in their discussion.
“From May 2025, the membership fee will be increased to 500 soms. Currently, the council does not carry out any active activities other than collecting fees and extending the validity of certificates. Lawyers who do not pay cannot renew their certificates,” she added.
As a result, the deputies suggested that the Ministry of Justice conduct additional consultations with the Bar Association and make a final decision on this matter.
