Foreigners with criminal records will be banned from obtaining Russian citizenship or residence permits.
Amendments to the federal law on citizenship imply that when applying to the migration service of the Ministry of Internal Affairs for temporary residence, a residence permit, or citizenship, foreigners will be required to provide a certificate of the presence or absence of a criminal record.
It should be noted that the presence of an unexpunged or unserved criminal record, regardless of the nature of the crime and the place of its commission, will be grounds for refusal to issue documents. However, documents submitted before the entry into force of these changes will not be annulled. Children under 14 years old will be exempt from this requirement.
