In some regions, there are no lawyers at all

At a meeting of the committee on constitutional legislation and local self-government of the Jogorku Kenesh, Deputy Minister of Justice Orzbek Sydykov voiced alarming statistical data: in Kyrgyzstan, there is only one lawyer for every 21,000 people, whose services are funded by the state.

Sydykov made a comparison: in the United States, there is about one lawyer for every 300 residents, while in European countries this ratio varies from 500 to 2000 people per lawyer.

The deputy minister also noted that in areas such as Chon-Alai, Nookat, Jumgal, and Ak-Tal, there are no lawyers at all. In the Aravan district, where a significant number of citizens are concentrated, there is only one functioning lawyer.

In response to this situation, the Ministry of Justice proposed a draft law aimed at improving the provision of lawyers in all regions, including hard-to-reach areas. The project envisions the creation of a concept of "localized licenses," which will be issued to those who were unable to pass the qualification exam for a lawyer's license, allowing them to provide legal assistance in places where lawyers are absent.
