Fines and Confiscation to be Imposed for Crop Destruction by Livestock
According to the draft, fines for the destruction or damage of crops will be significantly increased. Individuals whose livestock damage crops will be required to pay 30,000 soms, while legal entities will face a fine of 70,000 soms. Additionally, a further fine will be imposed for each detained head of livestock: 1,000 soms for cattle, horses, and camels, and 5,000 soms for sheep, goats, and pigs.
One of the key changes will be the obligation to pay the fine before the return of the detained animal. If the owner does not appear within three or seven days (depending on whether identification has been established), the animal will be transferred to municipal ownership and sold at the livestock market.
It is proposed that the funds from the fines be distributed evenly: one third will go to the republican budget, one third to the local budget, and the remaining part to the affected land user. This procedure will also apply in the case of the sale of stray animals.
Furthermore, the draft law gives local self-government bodies the ability to impose fines in a simplified manner based on photo and video recordings or witness testimonies, if the identity of the owner can be established through the animal identification database.
The initiators are confident that these measures will reduce instances of uncontrolled grazing of livestock, expedite the process of compensating farmers for damages, and eliminate the need for lengthy court proceedings. At the same time, the document does not imply additional costs for the budget.
