The main goal of the document is to support large families, improve the living standards of citizens, and activate demographic policy. One significant proposal is to provide benefits to families living in high-altitude areas for the third and subsequent children born before January 1, 2026, provided that the child is under three years old at the time of application. The authors emphasize that this will help restore equal conditions for all residents of mountainous regions.
According to the draft, it is planned to completely abolish "property assessments" for determining need: the presence of household appliances, vehicles, or other property will not be taken into account when receiving assistance. The main criterion will be the total income of the family.
Additionally, the draft law provides for a monthly supplement of 5,000 soms for heroic mothers. According to official statistics, there are more than 31,000 women in the country who hold this title.
The principle of universality is also being introduced: benefits will be provided to all families with children under 12 years old, and for those in need, up to 16 years old.
The draft law is already available on the website of the Jogorku Kenesh for discussion. After the public discussion is completed, the document will be sent to parliament for further consideration.
