
Public discussions of the General Plan project took place in Bishkek, developed based on the Cabinet of Ministers' resolution "On the approval of the General Plan for the city of Bishkek until 2050."
This document aims to define the main strategies for the socio-economic, spatial, and infrastructure development of the capital for the long term.
As stated in the document's note, the General Plan will be key in the field of territorial planning, ensuring a unified urban policy for Bishkek until 2050. Its main goals include ensuring sustainable, balanced development, creating a safe and comfortable environment for residents, developing engineering, transport, and social infrastructure, as well as preserving the natural and cultural values of the capital.
The work on the General Plan project is being carried out under the Cabinet of Ministers of the KR decree dated August 13, 2025, No. 697-r, and in response to the expiration of the current General Plan adopted in 2006, which was in effect until 2025.
As of January 1, 2025, the population of Bishkek is 1 million 321.9 thousand people. It is projected that by 2050 this figure will rise to 1 million 920.0 thousand people, which will require the proactive development of urban infrastructure for an additional 600 thousand people. The area of the city within the approved boundaries is 41,081.33 hectares.

Particular attention is paid to the development of the Bishkek agglomeration, whose population may reach 2.5 million people. The General Plan includes the creation of a system of agglomeration centers, improving transport links, and redistributing jobs outside the central part of the agglomeration.
The economic section of the document predicts an increase in the labor force to 1 million 179.1 thousand people, growth in the employed population to 943.3 thousand people, and the creation of 349.4 thousand new jobs in sectors such as industry, transport, construction, social services, and services in general.
The General Plan also provides for extensive development of transport infrastructure, including the reconstruction of the "Manas" airport, the construction of a bypass road around the city, railway lines, development of the street network, and prioritizing public transport development.
In particular, the plan includes the creation of three systems of rapid public passenger transport, including urban rail transport along the route "West - Center - East," light rail transport (tram), and bus rapid transit (BRT), as well as the establishment of transport transfer hubs of various levels.
As emphasized in the project, the adoption of the General Plan for Bishkek for the period until 2050 will create the necessary legal and planning foundations for the implementation of large investment and infrastructure projects, which will contribute to improving the quality of life for citizens and the sustainable development of the capital.
