On January 23, the permanent commission of the city council in Bishkek reviewed a proposal put forward by the city administration regarding amendments to the existing decree on tariffs for the transportation of passengers and luggage in public transport, approved on April 26, 2012.

According to the new project, it is proposed to provide free travel on municipal transport for personal assistants of children with disabilities up to 18 years old.

The justification for this initiative highlights the importance of social integration for children with disabilities, who often require the accompaniment of their parents or legal representatives to institutions engaged in sports, creativity, education, and medical care. At the same time, assistants are forced to pay for their trips, which creates additional financial difficulties for families raising such children and limits their access to necessary services.

The city administration emphasizes that the introduction of free travel for assistants will significantly ease the financial burden on families.

As of August 15, 2025, there are 2,202 personal assistants registered in Bishkek, of which 1,442 have permanent registration in the city.

Vice Mayor Ramiz Aliyev noted that the implementation of this initiative will require the allocation of subsidies for this category of citizens, and the necessary funds have already been allocated. The preliminary estimate of annual expenses amounts to 17 million soms.
