As part of the new initiative, a draft resolution is being developed, which suggests extending the experiment for testing the rules of entry and exit for foreign citizens and stateless persons until December 31, 2027.

The current stage of the experiment includes the possibility for foreign citizens to send electronic applications for planned entry into Russia through the mobile application of the Unified Portal of State and Municipal Services.

According to the draft, starting from July 1, 2026, foreigners wishing to enter Russia without a visa for work or study will be required to submit such applications.

“The introduction of this obligation is an important step in creating a digital profile for foreign citizens, which will eventually allow for a complete transition to a digital format for providing services — from planning entry into Russia to departure,” the department noted, emphasizing that this is part of a comprehensive effort to improve control over migration flows.

RuID is a mobile application designed for foreign citizens and stateless persons who plan to enter the Russian Federation or are already on its territory. It allows users to submit an application for entry, check current restrictions, and create a digital profile for receiving government services. The application is available on RuStore, Google Play, App Gallery, and App Store.
