Fake Pregnancy for Citizenship. A Man Sentenced in Bishkek

In Bishkek, a man was convicted for incitement to produce fake documents and for using knowingly false information. This was reported by the "Digital Justice" portal.

The investigation revealed that in August 2023, Tilek approached Zhibek, a gynecologist at one of the health centers in Bishkek. He provided her with the original passport belonging to Saniya, claiming she was his daughter, and offered 500 soms for her to issue a pregnancy certificate.
Zhibek, seeking financial gain, issued the pregnancy certificate without recording the examination data in the medical chart and without registering Saniya in the pregnancy accounting journal, without conducting an examination. Thus, she issued a document with false information, which was handed over to Tilek.
With the obtained certificate, Tilek approached the civil registry office for the quick registration of a fictitious marriage between Saniya and a citizen of Russia, which would allow the latter to obtain Kyrgyz citizenship.
In his cassation appeal, the convicted man requested the annulment of the decisions of the first and appellate courts, citing the expiration of the statute of limitations in the case.
According to Zhibek's testimony, Tilek explained that his daughter was planning to go abroad and needed a pregnancy certificate for that. She issued the document based on an ultrasound, but did not register the patient. Tilek himself handed her Saniya's passport. The doctor noted that if she had known the certificate was needed for the civil registry office, she would not have issued it.
Saniya stated that she married a Russian citizen for six months, after which a divorce was planned, and for this, she was promised a payment of one thousand dollars. She also noted that she was not pregnant by the Russian and only met the doctor during the investigation.
The Supreme Court panel rejected the convicted man's arguments for terminating the criminal prosecution due to the expiration of the statute of limitations, as according to the law, the statute of limitations for such cases is three years, and the verdict came into legal force before its expiration. The court found no grounds for terminating the case.
