Proposals to Introduce Gender Representation Norms in the Laws on Judges and the Cabinet
The principle of equal rights for men and women in government bodies must be upheld.
At the second reading meeting of the Jogorku Kenesh, amendments to several key constitutional laws were approved, including "On the Council for Justice Affairs," "On the Supreme Court and Local Courts," and "On the Cabinet of Ministers."
The purpose of the proposed bill is to ensure equal rights and opportunities for men and women in various areas, including politics, economics, culture, and social conditions, as well as to enhance gender representation in government bodies.
In particular, the bill proposes the following measures:
when rotating judges in local courts, to consider gender balance by establishing a limit of 70% judges of one gender;
when forming the composition of the cabinet of ministers, also to ensure that no more than 70% of its members belong to one gender.
The explanatory note to the bill states that currently more than 20 local courts, especially in the regions, have a composition of judges that does not meet the minimum requirements for gender representation. The new law should help eliminate this disproportion and align government bodies with the National Strategy for Achieving Gender Equality by 2030 and the State Program for Supporting Women's Leadership.
This document was developed in connection with the bill to amend legislation regarding gender equality and is intended to complement existing measures that promote equal participation of women and men in the management of state and local authorities.
