The Jogorku Kenesh supported the bill strengthening the role of the Council in the second reading



Today, the Jogorku Kenesh adopted a bill concerning the Council for the Affairs of Persons with Disabilities in its second reading. This document, initiated by Deputy Dastan Bekeshev, aims to strengthen the role of the Council in protecting the rights of people with disabilities.

The bill proposes to establish a legislative framework for the Council's activities, which will allow it not only to provide consultations but also to actively participate in the creation of laws and other regulatory acts concerning the rights of this vulnerable group. In particular, the Council will gain the authority to approve documents that may affect the lives of people with disabilities.

The Council, established in 2020, includes representatives from government structures, public organizations, and independent experts. It also includes organizations representing the interests of people with disabilities themselves, which provides an opportunity to take their opinions into account in the process of shaping state policy.

According to the explanatory note, granting the Council legal status will enhance the effectiveness of its work and make its recommendations mandatory for consideration. This will help avoid situations where decisions are made without considering the real needs of people with disabilities and ensure a more thorough development of state programs and strategies.

The bill also aims to improve interaction between government bodies and organizations defending the rights of persons with disabilities, as well as to align state policy with international standards.
