In an interview with the Kabar agency, the mayor stated that problems during the construction phase are a normal occurrence, as the process itself requires significant effort. He emphasized that it is incorrect to draw conclusions before the work is completed. As an example, he cited the discussions surrounding the design of the town of "Altai".
“There are currently many questions regarding the 'Altai' project. However, construction work has only just begun. It cannot be claimed that the project is unsafe when, in fact, the work has not yet started. Specialists have already conducted the necessary surveys and calculations. An assessment of the project can only be made upon completion of the construction,” the mayor noted.
The journalist pointed out that comments about the safety of the construction are coming not from ordinary citizens, but from a professional - the director of the Institute of Seismology.
“The President of the Academy of Sciences noted that the project was not approved by the Institute of Seismology, and therefore its experts cannot provide their assessment. It is important to note that, according to the procedure for approving construction projects, coordination with the institute is not mandatory. The Ministry of Construction has subordinate organizations that deal with preparing conclusions about the feasibility of construction on certain sites. The groundwater level was known in advance, so the project includes appropriate measures. Near the town of 'Altai', the new Osh market and the Western bus station are also under construction, where similar problems arose, which are being resolved with the help of a drainage system. The technologies necessary to address such issues are also provided for the developers of 'Altai',” the mayor added.
Furthermore, the mayor noted that the authorities do not have the right to force citizens to enter into contracts with specific companies. According to him, residents should make their own decisions after thoroughly studying all aspects and the history of the project.
