The editorial team of Kaktus.media decided to analyze the current status of the work, finding out what changes have occurred with budget funds and what expenses entrepreneurs have incurred.
The first thing that stands out is the disappearance of many trading points and mobile vendors. As reported by Mayrambek Adylbekov, the first deputy head of the Oktobrskiy district administration, about 40 illegal trading facilities and canopies have been dismantled.
“We have heard complaints from traders who were left without work, but their activities were illegal. At the entrance to the market from the side of 'Oberon', the administration posts lists of vacancies that may interest people. This list will be updated in the coming days,” added Adylbekov.
The market passages have also undergone significant changes: last year, about 2,000 square meters were asphalted. In addition, the irrigation system was restored, which solved the problem of puddles that formed during rains and significantly improved cleanliness in the market.
All these changes were implemented at the expense of the city budget.
Unified Design Code
As part of the unified design code of the city, the facades of trading pavilions are being updated. Each entrepreneur is required to contact Bishkek's chief architect to obtain an approved sketch of their facade.The financial costs for updating the facades fall on the entrepreneurs themselves. Currently, about 30 businessmen have received notifications about the need to update their facades, and approximately half of them have already completed the work.
“Overall, entrepreneurs are understanding of this. Some have already completed the updates, while others are requesting a deferment to improve their financial situation and finish the work in spring when it gets warmer. Thus, the reconstruction will be completed,” he noted.
Entrepreneurs confirm that they are complying with the new requirements despite the additional costs. They believe that as the market is being improved, they will have to adapt to the new conditions.
The Garbage Problem Resolved for 2 Million Som
Garbage at Orto-Sai Market has long been a problem for its visitors. Residents of Bishkek often shared photos of unsanitary conditions on social media and urged the authorities to pay attention to it.To date, two waste sorting points have been built at the market, with each costing about 1 million som. Now waste is sorted into categories: plastic, cardboard, and organic waste. “Tazalyk” carries out garbage collection according to a set schedule, and plastic recycling is handled by private companies under separate contracts. Previously, garbage could be thrown away at any time and in any place; now the process has become more organized.
Parking — An Unanswered Question
Unfortunately, the parking issue remains unresolved. Customers arriving in their cars still have to look for parking spaces. However, the Oktobrskiy district administration promises that the construction of a multi-level parking lot for 250 spaces will be completed by early spring.It is still unclear how much parking will cost; this question is to be decided by the private entrepreneur responsible for the construction of the facility in a public-private partnership format.
