At a meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development on January 19, he proposed conducting a study to find out how many parents fail to meet their alimony obligations, to investigate the reasons for this, and to determine how much time is spent on the alimony collection process.
According to Bekeshev, the outdated alimony system needs to be abolished and a new approach implemented.
“The system is not working. Women are forced to turn to the court, the police, and other authorities, suffering as a result. It’s good if the couple has separated, but the child remains. Let’s establish a minimum allowable amount of alimony that the state can cover. And the debtor needs to be made to work. Sorry, but they are obliged to work! If you have become a father, you must provide support, regardless of the circumstances! You need to think about your actions in advance! We have cases where people leave their families and create new ones without considering their responsibilities. And in the end, everyone blames the president, the deputies, and the judges, but not themselves! Alimony should be paid automatically, without the need for court proceedings. If you are divorced, you must be responsible to the state! In case of non-payment, the state should have the right to seize property. People need to realize their responsibility!” - emphasizes the deputy.
“Young people may start avoiding marriage,” joked Deputy Attorney General Umutkan Konkubaeva.She also noted that since 2019, there has been stable statistics: about 22% of divorces are recorded annually. In 2025, 341 fathers were deprived of parental rights for non-payment of alimony, and bailiffs have 60,000 cases on this same issue in their workload.
