"Green" course of the country: a draft climate law has been brought up for discussion

As part of the public discussion, a draft law titled "On Climate Activities" was presented. This document aims to create a legal framework for the implementation of climate measures that will help reduce the impact of climate change on people, the economy, and ecosystems. It also focuses on enhancing resilience to climate change and transitioning to low-carbon development models.

The draft law includes definitions of key concepts and tools of climate policy, such as adaptation, mitigation, greenhouse gas emissions accounting, data verification, as well as financing climate initiatives and the use of climate technologies. Important principles of state policy, such as long-term sustainability, transparency, consistency with sectoral programs, social justice, inclusiveness, and scientific validity, are separately outlined in the document.

The proposal suggests the establishment of an institutional structure for managing the climate agenda, which includes an advisory body under the Cabinet of Ministers that will coordinate and approve programs, reporting, and plans. The participation of local administrations and local self-government bodies is also envisaged, while an authorized body will be responsible for climate policy. Requirements for climate reporting are introduced, including a national greenhouse gas inventory, a state cadastre of emissions and absorptions, as well as biennial transparency reports and other documents related to commitments under the UN Framework Convention on Climate Change and the Paris Agreement.
Regulatory mechanisms for emissions will also be included in the draft, including emission standards, the use of carbon units, and the establishment of a quota trading system.
In terms of financing, the introduction of climate budgeting, the formation of a unified database for climate projects, and the application of "green taxonomy" for attracting investments are proposed. Additionally, a separate chapter is dedicated to the development of climate insurance as a means of protection against the economic consequences of adverse climatic conditions.

According to the draft, the law is expected to come into effect on January 1, 2026. The 2007 law concerning the regulation of greenhouse gas emissions and absorptions will also be repealed. The Cabinet of Ministers is tasked with adapting its regulations to the new requirements within six months and reporting annually to the Jogorku Kenesh on the implementation of this law.
