In the recent early elections for deputies of the Jogorku Kenesh, voter turnout was only 36.9%. President Sadyr Japarov noted this low activity among the citizens of Kyrgyzstan.

In the new composition of parliament, a bill was introduced that is expected to increase voter engagement. One of the proposed solutions is to impose fines for not participating in voting, but this is not the only innovation.
