Active work continues in the country to improve access to services for the population through digital technologies and the exchange of information between government structures. As part of the "Government Accelerators" initiative, special attention is being paid to the implementation of new reforms, including the transition of the sanitary book to a digital format. This was reported by the "Kabar" Agency, highlighting the benefits of digitalization in the healthcare sector.

According to Chyngyz Beksultanov, Director of the Department of Digital Health and Social Protection of the State Enterprise "Tunduk," the sanitary book currently exists exclusively in paper form.
He noted that to obtain this document, citizens must contact the relevant institutions five times, which takes a total of about 8 days. The cost of obtaining the book ranges from 50 to 100 soms.

“Currently, our citizens visit 5 different institutions to obtain a sanitary book, which takes 8 working days. First, they go to the Sanitary and Epidemiological Service to get information about the necessary examinations at the hospital. For example, teachers or food service employees undergo examinations and take tests. Then they return to the sanitary service for instructions on sanitary norms. After that, they go to the hospital to get a stamp confirming the collection of all information. Only after this is the sanitary book handed over to the employer. The reform of the 'Government Accelerators' program will allow us to digitize this process. Within 100 days, we plan to transfer both the stages of obtaining and the document itself to an electronic format,” he added.
According to Chyngyz Beksultanov, the main goal of the reform is to reduce the time required for citizens to obtain the document from 8 to 4 days. After the reform, only two visits to institutions will remain instead of five, which will be made possible by the implementation of an electronic service delivery process.
“After the implementation of the reform, citizens will be able to obtain a sanitary book in just 4 days. First, they undergo a medical examination at the hospital, then with an electronic referral, they take tests at the laboratories. The results will be ready within three days and automatically entered into the digital outpatient card. Citizens will familiarize themselves with the instructions related to their profession and confirm this by providing the employer's TIN. After the hospital affixes the electronic signature, the sanitary book will be available in the 'Tunduk' mobile application,” he concluded.
The electronic format of the sanitary book will provide convenience for both citizens and employers. For example, sanitary inspectors will be able to quickly check the availability of the document among employees of food service enterprises through the electronic registry.Advantages of the reform, which will be implemented within three months:
- Time savings for citizens
- Reduction of financial costs
- Simplification of government services
- Possibility to present the document directly from a mobile phone.
