The deputy called for the acceleration of the implementation of the state medical assistance guarantee program.
During a parliamentary session, she reminded of the directive issued by the Cabinet of Ministers on October 7, 2025, which was sent to the Ministry of Health, the Ministry of Finance, and the Ministry of Economy and Commerce. This directive concerns the implementation of a program that provides citizens with medical and sanitary assistance.
Baatyrova noted that the deadline for this program's implementation is set for December 2025; however, its realization has not yet begun. “For the first time in our country, the program has been developed using a new methodology. It includes 186 packages of medical services, clearly defines the categories of citizens who will receive assistance, and calculates the costs for each package,” she pointed out.
The deputy clarified that the adoption of this program will allow the Ministry of Finance to clearly determine which services will be provided and to what extent. “If the program is approved, the World Bank is ready to allocate a grant of 2 million dollars. However, if the relevant ministries do not present the program for consideration by the Cabinet of Ministers by the end of March, this grant will be canceled,” Baatyrova added.
According to her, the implementation of the program is planned to be phased: in 2027, 60 packages will be introduced, in 2028 — another 60, and by 2030, all 186 packages should become part of the program.
The deputy emphasized the need to expedite the process and ensure the timely submission of the program.
