The Ministry of Health commented on the video from the psychiatric center

The Ministry of Health responded to the video filmed at the Republican Center for Psychiatry and Narcology.

The agency emphasized that psychiatric institutions have a special access regime, where the focus is on protecting the rights of patients, their confidentiality, and dignity.

As reported by the ministry, information about a person's health, treatment, and even the fact of their stay in such an institution is considered medical confidentiality and cannot be disclosed without the written consent of the patient or their legal representative. Even if the person in the video is blurred, there are risks of identification by voice, external features, and filming conditions.

Filming in medical institutions is only permitted with the consent of the administration and in compliance with the rights of patients and established procedures. Journalists are also required to adhere to legal requirements.

The Ministry of Health also noted that for individuals with mental disorders, consent to participate in filming must be informed, voluntary, and legally formalized. Communication with a journalist does not constitute confirmation of such consent.

Occupational therapy may be used as part of rehabilitation and social adaptation, and it should be conducted on a voluntary basis, without coercion. Presenting such moments in a sensational manner may distort the essence of the treatment process, according to the ministry.

The agency called for responsible and respectful coverage of mental health issues, avoiding stigmatization and humiliation of patients' dignity.

Currently, the ministry is analyzing this case from the perspective of citizens' rights. The agency noted that the openness of the healthcare system is important; however, it should not come at the cost of violating the rights and confidentiality of individuals.
