The hot line 113 receives numerous inquiries from citizens wondering why it is impossible to contact any medical organization, including emergency services, for injections (intravenous and intramuscular) in the evening, reports the FOMS.

In response to these inquiries, the Fund clarified the procedure for providing planned medical care:

“Emergency medical assistance is intended solely for emergency cases and urgent care. Emergency teams do not perform the functions of procedural rooms and are not authorized to administer injections prescribed by a family doctor unless it is related to the patient's urgent situation.

Hospitals are responsible for treating hospitalized patients. Emergency departments are designed to admit people who require urgent or planned hospitalization. On-duty doctors and nurses are not allowed to perform medical procedures (including injections) on patients who are not being treated in that hospital.

Thus, the actions of emergency services and medical institutions in these cases are lawful.

Furthermore, the FOMS reminds that Day Hospitals operate in Family Medicine Centers (FMC), where citizens can receive necessary medical procedures, including drips and injections.

It is important to consider the following procedure for receiving services:

A citizen must be registered with the FMC and undergo a consultation with a family doctor, who, if there are medical indications, will prescribe treatment, including injections, and issue a referral to the day hospital of that Center.

Insured citizens receive medical procedures at a 50% discount. Citizens without compulsory health insurance must pay 100% of the cost of services at the clinic's cash desk.

The day hospital does not provide medications, syringes, or infusion systems.

The FOMS urges citizens to understand the established rules of operation of medical institutions and to plan the receipt of medical procedures in advance through their attending physician.

For any questions regarding the procedure for receiving medical services under the State Guarantees Program, citizens can contact the FOMS hotline at 113. The call is free.”
