The Ministry of Health did not utilize 50% of the epidemiological fund in 2025. The deputy considers this inexcusable.
Deputy Jyldyz Sadyrbaeva, commenting on the draft republican budget for the upcoming year, emphasized that 18 million 381 thousand soms are allocated for combating epidemiological threats. She raised a question about how these funds were distributed.
Sydygaliev clarified that half of the allocated funds remained unused. He added that their expenditure is planned for activities scheduled for 2026, with the support of the president. Sensitive cameras are being installed at the borders, and resources are coming in, he assured.
Expressing confusion, Deputy Sadyrbaeva asked, “How can you explain that 50% of the funds were not used when the epidemiological situation was severe, and children were in the corridors of hospitals? Is this normal?”
Minister of Health Kanybek Dosmambetov agreed that the situation was challenging, especially regarding the provision of medications. “Supplies to ‘Kyrgyzpharm’ were made, but orders for medicines that were supposed to arrive in 2025 were only placed at the end of the year. We will meet all needs in the first quarter of 2026,” he explained.
Sadyrbaeva emphasized that leaving unused funds during such difficult times is unacceptable: “Epidemics negatively affect the health of the population. Moreover, you have excluded this item from the budget for 2026. Are we no longer going to face epidemics? I request a written explanation as to why this item was removed,” she stated, noting that inaction with epidemiological assistance funds cannot be justified.
