During his visit, the mayor decided to try the school rolls in the cafeteria. "When did you bake these? They are very hard. And you, Bektashovich [Dosmuratov Tynchtykbek Bektashovich – head of the Osh City Department of Education], are you going to eat this? You prefer fresh bread. How is such quality possible? They are cold and undercooked. Try it yourself…," he noted.
Then Toktorbaev headed to the kitchen, where he spoke with the bakers. "Look, they are raw inside and burnt. If you can't bake, it's better not to do it. Baking rolls requires a real cook. Do you know who that is? You wouldn't give this to your children," he added.
After that, he approached the oven where samsas were being prepared. Learning that they were intended for the teachers, the mayor remarked: "Let the teachers have undercooked rolls. Look, the samsas are already burning. Take them out, or they will burn," he said.
After this, the mayor's team moved to the cafeteria where the children were having lunch. On the tables were leftover rolls that had not been eaten. "Look, no one wanted to eat this. How can the children eat this? They will have stomach problems tomorrow. Collect everything and divide it among three — Nurlan Akimzhanovich [deputy mayor of Osh Zakirov Nurlan Akimzhanovich], Bektashovich [Dosmuratov Tynchtykbek Bektashovich – head of the Osh City Department of Education], and the school principal. You are giving the children raw dough," said the head of the municipality.
Toktorbaev instructed the head of the education department to consider replacing the cook, and if necessary, the school administration as well. He also inquired with the teachers whether they were indeed being served fresh samsas while the children were given stale rolls.
