During the discussion, Deputy Gulkan Moldobekova asked what specific changes are being made to the bill.
As explained by the chairman of the Mandatory Health Insurance Fund, Azamat Mukhanov, the purpose of the changes is to align the law with the previous version, which provided insurance only for children up to 16 years old.
“If you pay attention to the law, you can see that it states ‘until the end of education,’ that is, until 18 years old. Currently, funds are already allocated, children have insurance, all rights of the insured are preserved, and additional simplifications are provided,” he added.
The adoption of this bill will not require the allocation of additional budget funds, as only clarifications are being made.
As of today, the following categories of citizens are covered by medical insurance in Kyrgyzstan:
- working citizens with contributions;
- children;
- pensioners;
- citizens receiving social benefits;
- students under 21 years old studying full-time;
- military personnel;
- officially registered unemployed.
Mukhanov also noted that farmers used to be included in this list, but amendments that will come into effect on July 1, 2025, will change this practice.
