The Ministry of Health proposes to expand access to unregistered medications for all medical institutions
The main goal of this document is to ensure access to unregistered medications and medical devices for all healthcare organizations, regardless of their organizational and legal form.
According to the current rules approved in August 2025, only state medical organizations can submit applications for the inclusion of drugs in the special list. This creates a situation where municipal and private medical institutions remain without access to unregistered medications and medical devices.
The justification for the draft emphasizes that the right of citizens to medical assistance should not depend on the ownership form of the institution. The current restrictions on access to medications contribute to inequality among patients.
Furthermore, a serious problem arises when a patient begins treatment in one medical organization and continues or completes it in another. Limited access to certain medications disrupts continuity in therapy, especially in cases of rare diseases and oncology, as noted in the document.
The Ministry refers to Article 43 of the Constitution, which guarantees the creation of conditions for medical care for citizens and the maintenance of the development of state, municipal, private, and other healthcare organizations.
