In Kyrgyzstan, 1,671 crimes against children were registered in 2025

According to the statement by Attorney General Maxat Asanaliev at a meeting of the Committee on Judicial and Legal Issues of the Jogorku Kenesh, in Kyrgyzstan in 2025, 1,671 crimes were registered, affecting 1,440 children.

Of the total number of cases, 873 were sent to court, 494 were terminated, 222 are in a state of suspension, and investigations into 82 cases are ongoing.

Property crimes make up the largest portion of all registered crimes against children — there are 712 cases, accounting for 42.6 percent. Among them, there are 395 thefts and 140 robberies.

As for minors, in 2025, 1,455 children were held criminally liable for committing 1,814 crimes.

“Some of them committed offenses repeatedly. As a result of investigations, criminal cases against 492 minors were terminated, and 474 were sent to court. 214 of them received probation supervision. The majority of crimes committed by children (78 percent) are property crimes — 1,419 cases, followed by public order offenses — 173 cases (9.5 percent),” added Asanaliev.

He also noted that amendments to several codes were made to protect children's rights, which allowed 848 children (82 girls and 766 boys) to be removed from the criminal justice system in 2025.

In the opinion of the Attorney General, the rise in crime among teenagers is due to multiple factors, including increased material needs, social inequality, insufficient parental supervision, and labor migration, which leaves children unsupervised.

“The shortcomings in the education system, the lack of organized leisure activities, the influence of the internet and social networks that promote violence and illegal behavior, as well as the low level of legal culture from an early age, also have a negative impact,” concluded Maxat Asanaliev.
